I just closed the upstream report. This was discussed awhile ago[1], and there were no intentions to support skinning. Banshee's look and feel comes directly from the user's GTK theme (so it's "skinnable" in that regard), and for the sake of consistency, I think the intention is to keep it that way.
Banshee does support custom interfaces, however, so it might be possible to build a new user interface for Banshee that has a different "skin."
