I can verify that in 
http://old-releases.ubuntu.com/ubuntu/dists/intrepid-security/universe/binary-i386/Packages.bz2
 there is:

Package: libtcltk-ruby1.8
Filename: pool/universe/r/ruby1.8/libtcltk-ruby1.8_1.8.7.72-1ubuntu0.2_i386.deb

but  http://old-releases.ubuntu.com/ubuntu/pool/universe/r/ruby1.8/ does not 
have that file. Oddly enough,
there is " libtcltk-ruby1.8_1.8.7.72-1ubuntu0.2_ia64.deb" and lpia, hppa, 
sparc. So it appears that only the
ports are there, not the main architecture. 

A issue with the rsync script?
