Public bug reported:

Binary package hint: unzip

If the zip file was created on windows and it contains files or
directories with non-ascii (or maybe non-utf-8), those characters are
not extracted properly.

For instance, if there's a file called 'García.txt' it will be extracted
as 'Garc<?>a.txt (codificación no válida)'.

Similar things happen with unrar.
However, if the file is created in Ubuntu, it will be extracted properly in 
Ubuntu.
