I'm afraid it is a bug, but the good news is that it's about to be
fixed. I'm marking this bug report as a duplicate of bug 553162, where
the issue has been discussed quite a bit, and where a solution that is
about to be commited can be found.
I'm providing modified language-selector binaries at
https://launchpad.net/~gunnarhj/+archive/locale-test, and if you install
those, you will probably find that the problems you reported are wiped
off.

Set $LANGUAGE if the user picks a different locale in gdm, so that
language-selector and gdm stop disagreeing
