Public bug reported:

When I boot with wireless rfkill soft block on, and try to unblock the
device I'm unable to connect because I get a message that the device is
blocked by rfkill. The wireless LED turns on though.

Steps to reproduce:
1) Boot with rfkill soft block on (device turned off)
2) after login run 'sudo rfkill unblock 0' (0 here)
3) ifconfig shows wlan0 as added
4) try to connect with network-manager or wpa_supplicant

result:
trying to enable wireless in network manager immediately disabled the checkbox
again without error. When I try to connect with wpa_supplicant I get:
"SIOCSIFFLAGS: Operation not possible due to RF-kill" and ifconfig shows wlan0
as down again.

Happens too with 2.6.37-020637rc2-generic
