Public bug reported:

Binary package hint: update-manager

I am using Ubuntu 10.10 on a 32bit desktop.
When running update manager update fails to fetch Adobe Flash update. Deleting
this update will allow all other updates to proceed but the flash update
remains open. I suspect a problem with the update servers rather than the
Ubuntu code.

John.
