I didn't realise you were trying to get it fixed for a whole ISP. I thought it was only for the reporter's own website. Nevertheless, those docs should explain what needs to be done. Please note that it's not only the MIME-type that's wrong. Servers should also send Content-Encoding: gzip for gzipped .svgz files. (I don't know how that can be fixed for different versions of IIS, so if anyone knows I would be *very* interested to hear from them.)
