I'd say the problem is a combination of icon size, text size/weight, and lack of padding. In the attached screen capture, notice how close "Centre" (in "Ubuntu Software Centre") is the top of the Firefox icon. The space is less than half the height of the text. And three-line labels are not at all uncommon with this font size.
Also, the text under each icon is, if not larger, then certainly heavier than the text for each category on the left. Why would that be?
