Follow up to previous comment:

The desktop-effects capplet simply disables the wobbly plugin
(/apps/compiz/general/allscreens/options/active_plugins) if you choose
to disable wobbly effects. This is what's causing problems.

The way I found to disable the wobbly effect without causing compiz to
misbehave is to keep the wobbly plugin but change its configuration, by
emptying the two lists at
/apps/compiz/plugins/wobbly/screen0/{grab,map}_window_types. I'd also
like to disable the maximize_effect key, but doing that brings back the
problems described before.

There are at least two possible ways to close this bug:

1) Fix compiz so that it works correctly without loading the wobbly
plugin.

2) Change what desktop-effects does when you enable/disable wobbly
effects to emulate the behaviour I described above.
