Confirmed, exactly the same problem with Toshiba Satellite Pro P100 with same wireless card (rev 02).
I also would much like my interface to work on boot up without having to do the ifdown/ifup. I've also noticed that my boot process seems to hang for about 20 - 30 seconds at configuring network interfaces, so maybe that is related.
