It is even weirder because I am running on the kernel that doesn't want
to update grub on itself:

  # uname -r
  2.6.37-020637rc2-generic
  # update-grub
Searching for GRUB installation directory ... found: /boot/grub
Searching for default file ... found: /boot/grub/default
Testing for an existing GRUB menu.lst file ... found: /boot/grub/menu.lst
Searching for splash image ... none found, skipping ...
Ignoring Xen kernel on non-Xen host: vmlinuz-2.6.37-020637rc2-generic
  Found kernel: /boot/vmlinuz-2.6.37-020637rc1-generic
  Found kernel: /boot/vmlinuz-2.6.36-020636-generic
  Found kernel: /boot/vmlinuz-2.6.35-23-generic
  Found kernel: /boot/memtest86+.bin
  Updating /boot/grub/menu.lst ... done
