Yes transcoding is enabled by default in ampache.cfg.php, however for
transcoding to work you have to set it in the per user preferences.  So
actually transcoding is not enabled out of the box, but instead requires
admin intervention to function correctly.

Yes lame, mp3split, faad, and vorbis-tools are needed if transcoding is
going to be used.  Not everyone has a need for transcoding, so I
consider the use of transcoding to not be part of a standard ampache
install.

Keeping the package set as minimalistic as possible also has to be
considered.  Not everyone will want lame, mp3splt, faad, vorbis-tools
etc installed on their systems, they may not have any use for them if
they are not using transcoding/downsampling.

No, this is not correct.  Lame, faad, mp3splt and vorbis-tools are not
needed to stream music, but instead are ONLY needed for on the fly
transcoding/downsampling, as defined in ampache.cfg.php and the users
preferences.

I will discuss this with upstream to get his opinion on this matter.

Setting bug to incomplete until I have had a chance to discuss this with
upstream.
