Public bug reported:

Binary package hint: grub2

I have a Dell XPS studio 16 that has an attached an external monitor.

In /etc/default/grub I have: GRUB_GFXMODE=1920x1080-24

This seems to work fine on the laptop monitor. However, on the external
monitor the picture is not scaled correctly. The picture is
underscanned. The effect is the same as if I leave the underscan option
in ATI Catalyst Control Center at its default value. By setting the
underscan to 0% in the Catalyst Control Center the problem is resolved
in xorg. But unfortunately the startup splash screen is not scaled
correctly and there is a black frame around the splash screen.

Using Ubuntu 10.10 64-bit with the fglrx driver.

grub2:
  Installed: (none)
  Candidate: 1.98+20100804-5ubuntu3
  Version table:
     1.98+20100804-5ubuntu3 0
        500 http://se.archive.ubuntu.com/ubuntu/ maverick/universe amd64
Packages

What you expected to happen: That the picture on the external monitor
cover the entire screen.

What happened instead: The picture is covered by a black frame, similar
to the underscan effect in the ATI Catalyst Control Center.

** Affects: grub2 (Ubuntu)
     Importance: Undecided
         Status: New
