Oh wow, I finally figured out how to workaround the problem. So before I had tried killing pulseaudio and doing a sudo alsa force-reload, but it didn't work because pulseaudio kept restarting itself before I was able to restart alsa. With the procedures that I had to go through to get verbose logs, pulseaudio was set to not restart itself. I could then kill pulseaudio and do a sudo alsa force-reload, and then restart pulseaudio to get sound working again without restarting!
