There is yet another argument in favour of the Duden form that I forgot
to mention:

The Ubuntu Font Family's small letter ß clearly has the form of an "ſs"
ligature because it has an s-like shape. So I think consistency in the
typeface should demand that the capital letter take the same form
involving an S-like shape, and not another form involving a Z-like shape
that is unrelated to the form of the small letter. Of course, capital
letters need not have the same form like small letters, but in this
special case, the capital letter ẞ is really only a variant of the small
letter ß that fits in with other capital letters.
