Please sync xiphos 3.1.4-1 (universe) from Debian experimental (main)
This will transition xiphos to gtkhtml 3.23 & xulrunner-2.0 in Ubuntu.

* patches/xul-2.0.patch: bump UPPER_RANGE to allow running against xul20.
