I have the same problem on a Dell Precision M4500. It seems to be caused by the 
fact that no udev events are triggered if the DVD is ejected with the button 
when the drive is mounted. Unmounting the DVD after it has been ejected 
triggers the event. In the same way, just unmonting without ejecting the CD 
does nothing, but ejecting after unmounting triggers an event.
I think this problem is for the udev package. It should also be the same as 
bugs #588783 and #625495.
