Network manager, which provides the network connection icon in Feisty will not manage your network interface if you have it configured in '/etc/network/interfaces'. I recommend that you remove any lines starting with anything other than 'auto' and 'iface' from that file. Then use network-manager to setup your static IP address or WEP key.
