Well, the people who track bugs for Ubuntu don't have enough time to pay attention to the bugs.
The easiest way to check if the problem exists would be to connect a monitor at 800x600 resolution or smaller. Or could you try using a virtual machine with monitor settings the same? I reported this bug because it was really annoying. Obviously you have a nice modern 23" monitor and couldn't test whether this is a real problem. Obviously this problem was valid because of the vast number of bug reports that were marked about it. But I don't use Ubuntu anymore. Should I spend my time trying to check if YOUR operating system is going to work for people in Africa who only have access to low resolution monitors? No, there should be a testing framework that checks these basic installation criteria. Firefox has these systems in place. Why not Ubuntu? By the way, I just created a virtual machine with resolution 640 x 400. Some of the buttons are still obscured so you should be relieved to know that this issue has not been resolved in the 10.10 release.
