I have similar issues happened to my system; it absolutely requires
"pci=noacpi" or "acpi=off" kernel options to boot up uder Ubuntu 10.10.
The system has been working fine in 10.04.

Tried the kernel found in http://kernel.ubuntu.com/~kernel-
ppa/mainline/v2.6.37-rc2-maverick/ and the system no longer required any
of those kernel parameters to boot up successfully.
