I installed a new kernel from here: http://kernel.ubuntu.com/~kernel-
ppa/mainline/v2.6.37-rc2-maverick/

For some reason the default mode was performance, not ondemand. So I set
both cores to ondemand, and it still occassionally scales in steps.
