xinput can be used on the command line to enable or disable tapping, via
the "Synaptics Tap Action" property. There are also properties for
changing the speed, sensitivity, etc. See `man synaptics` and `man
xinput` for more information.
However, the bug report appears to be requesting a GUI mechanism for
adjusting these parameters, so I am reassigning this bug report to
gnome-control-center as a wishlist bug for requesting the gui dialog to
set them.
