Public bug reported:

The mouse cursor when indicating the edge of a frame (border of a
window) always takes on the appearance of an arrow and a bar, ie,
"=>|".  It is suggested there is a need for this symbol to convey more
information; namely, whether the border can be moved in or out or
whether it has reached either the minimum or maximum extent of its
movement, ie, "|<=" or "=>|<=" or "=>|".

It is suggested that, when resizing windows, if minimally sized on the
relevant dimension, the arrow should be pointing in the direction the
window can be expanded.  When a window can be resized up or down, there
should be an arrow on either side of the bar; thereby indicating
movement in either direction is possible.  Similarly, when a window has
reached its maximum size, the arrow should be pointing in the direction
in which the frame's border can be moved.
