Public bug reported:
Since USB support has been enabled in libpcap, any utility using libpcap
is now taking a huge time to load (i.e. tcpdump and wireshark).
That's because apparently libpcap usb initialization hangs waiting for
some device:

Expected behavior:
skip lagged usb devices, disable usb support when not needed, or do anything
else you think is reasonable to make libpcap work well as ever worked for many
years.
