As I am a frequent traveler I think it would make more sense to put location related info into locale settings and not language. I do not want to write a huge article, but it is pretty obvious that not everyone in Lithuania is speaking Lithuanian, but they would still print on A4 and use the calendar starting on Monday as other Lithuanians do. Also when I am somewhere in north america would like to change my default paper format to Letter since it would be hard to find a A4 printer.
All I want to say that Regional settings should be easily customizable, since everybody is going global and want to make those settings easily changed where ever they are.
