Public bug reported:

Binary package hint: gnome-terminal

When gnome-terminal is closed and restarted, such as when Ubuntu is shut
down and restarted, the session is resumed with each tab that was open
previously being reopened and the current working directory being set
back to the previous location. This feature is quite useful when there
are many opened tabs in a session, but that session must be interrupted
for a system reboot (such as when updates are installed). Unfortunately,
each time this happens, it is necessary to go back and manually reset
each tab title because the titles are not persisted. The tab title is
just as important as the current directory information in this context,
and should be saved along with it.
