That's not a reason to make this bug invalid then, is it? In fact, quite the contrary. If this bug is marked invalid, and no WM (or DE) level support for placement is ever added, there's little incentive for applications to address their end of things. If this support existed, I'd be very happy to start filing bugs on applications saying they should be supplying the necessary info, but until then they're going to say 'why?' and guess what, yes, mark it invalid or wontfix.
