That problem is indeed present in the 0.10 version that ships with Ubuntu, but has been fixed in source already. Basically it happens when loading a FreeCAD document, the properties of an object are stored in alphabetic order in the file, and some properties, such as StartAngle, are required to construct the shape, but are loaded after the object's Shape property.
That problem basically affects circles and arcs.
