Soon after starting the laptop the speed drops from 2.4 ghz to 800 mhz and
stays there. If I restart the cpufreqd service it will resume for a few
minutes at 2.4ghz and then drop down again. This reduction in speed coincides
with message:

Not sure if that is pertinent.
I do not know at which kernel update this started happening but I am currently
running:
2.6.32-25-generic
I've tried editing the cpufreq config file to avoid the situation to no avail.
The interesting thing is that if I run on batteries the cpu speed increases to
2 ghz, which is the correct speed for this laptop with a fully charged battery.
The speed will not reduce till the battery starts to go dead.
