I have had this problem for awhile.  I saw that it was a confirmed bug
so I ignored it and waited for a fix.  After waiting too long I started
searching and came up with an interesting result.

With my HP dv2000 that uses an intel 3945 the bug first showed up with
an upgrade from 10.04 to 10.10.  I tried to use wireless but found it
incredibly slow and unable to connect to the router well.  After playing
with it for awhile I found that the wireless switch on the front of the
computer no longer let me control the status of the wireless card and
the card was being held in an off state.  Recently I found a forum post
(link below) that helped me make a step in the right direction.  Running
....

sudo rfkill unblock all

Running that code in terminal gave me back control of the wireless
disable switch allowing me to turn the card back on.  I then went and
ran a speed test and found that performance was as expected.
