If VLC has exited, then this cannot be a VLC bug. We've already had this
discussion in older similar bug reports. The inhibit service must
'forget' inihibition requests from exited applications. Indeed, there is
always a possibility that the application (in this case, VLC) gets
killed or crashes without cleaning up.
