There's something blocking the /etc/passwd file (some other process maybe?),
which is the database for the users on the system. Because of this the postinst
script can't create the pdns user so it bails out with error 1.
This is not a pdns-recursor bug, you need to check what is blocking your
/etc/passwd file.
