But for an additional entry for extras.ubuntu.com I have the exact same sources.list on my Natty system and I cannot reproduce your problem. Is it possible that some http proxy is between your host and de.archive.ubuntu.com? Maybe a transparent proxy by your provider that mangles the no-cache headers in the http protocol?
