Binary package hint: network-manager

Ubuntu Feisty, up-to-date, on a Dell Latitude D620 laptop with
ipw3945-driven onboard WiFi a/b/g. I'm using Network Manager (nm-applet)
to manage the network connection. (The laptop also has an Ethernet
connection, with nothing pluged in, ever.)

The problems is that if I turn off networking, the networking doesn't stop 
completely.
What I do: Right-click on nm-applet icon, de-select "Enable networking".
What I expect: nothing network-related should be enabled except the "lo" 
interface.
What really happens:

(1) the WiFi led starts blinking like mad. I'm not sure exactly what
that means (the manual doesn't say), but it turns off when I flick off
the "wireless" switch, and it's also off before the nm-applet starts
(when the WiFi isn't yet working). I expect the WiFi to be turned off
completely. (The same blinking occurs while a connection is established.
The normal state of the led is always-on or always-off.)

(2) ifconfig still shows "eth1" (with no address) and an "eth1:avah"
interface with an avahi-generated link-local address. I expect nothing
except the "lo" interface to show up here.
