I have the same problem in Ubuntu 10.10, evolution 2.30.3-ubuntu7.1, without using evolution-mapi. (The package is not installed.) I tried sending both in HTML and plain formats, but the result was always mails stuck in the outbox.
However, this only happens if I open the mail composer directly from Me Menu, or by using "Send to" from the desktop, if I want to send a file.
