Can't reproduce.

It seems to work for me, more or less.  I set it to max 1 KB/s download,
and when downloading a torrent it seems to vary between 200 b/s and up
to 800 b/s.  With the torrent downloading I then increase the max to 4
KB/s max, and it shows the rate increased to around 3 kb/s.  I'm curious
about the units 'KB/s' vs. 'kb/s', and also why it seems to not go above
80% of what I specify as the max, but it does seem to be functioning as
advertised.

You should provide more specific details about how to reproduce the
issue you're seeing.  You should also provide measurements of your
router/upstream internet speed, and any other facts that would enable
reproduction of your problem.
