I installed packets:

texlive-latex-recommended latex-xcolor texlive-fonts-recommended
Download sources:
apt-get source opencv
Removal patch "fix_3rdparty_build.patch" leads to an error, so I
replaced it with an empty file.
debuild configured - OK.(attached)
