confirmed to be still an issue in software center 3 it just says
'waiting' for things to be installed or removed.

Ubuntu Software Center 2.1.18, Ubuntu Maverick
1. Start installing something.
2. Choose to install something else (A).
3. Choose to remove something else (B).
4. Switch to "In Progress".
- What happens: A and B both say "Waiting for service to start".
+ What happens: A and B both say "Waiting".
What should happen: A says "Waiting to install", and B says "Waiting to
remove".
