You may have answered your own question. IME, you don't need any extra packages to get specific applications to go fullscreen.
But if the window is bigger than your screen size, and it refuses to be made smaller, then it would be logical for it to refuse to be made full- screen. (When it's *not* full screen, you should in theory be able to use the entire window by moving it around. I don't know whether this works correctly with Metacity though.
