@Evan Martin: As you recommended, I tried viewing the page on several different browsers.
Now that I have looked closely, and compared different browsers' rendering side-by-side and with the same screen resolution and color depth, I think this issue is a little more complicated than I made it out to be in the bug report. All browsers that I've tested render the page in such a way that the lower link is highlighted when the mouse pointer is over some part of the upper link. However, of all the browsers tested, only Chrome/Ubuntu and Chromium/Ubuntu kept the lower link highlighted when the mouse pointer was well up into the center of the upper link. It seems to me that it is only on those browser/platform combinations that a user would likely click the wrong link by accident. I am not sure if this indicates that the bug is really in Chrome/Chromium, or really in the web pages of Launchpad itself, or really in both. If you have any advice about how I should be best go about pursuing this issue further, other than the (extremely useful) advice you've already given, please let me know. I have attached an image showing the way the (same) page is rendered all the browsers I tested. It shows side-by-side views of the mouse pointer slightly too low for the upper link to be selected, and just high enough, for each browser/platform.
