Public bug reported:

Binary package hint: evolution

In compose Message, I set the Options/Character Encoding as
"Japanese(ISO-2022-JP)" and wrote the message.
When 「~」(UTF8 code E3809C) is used there(message body), the message is sent as
EUC-JP. It is written euc-jp in Content-type: in the message header. This
E-mail cannot be displayed with iPhone.

This problem doesn't appear when set Options/Character Encoding as
"Unicode(UTF-8)"
