created a new OS user and logged in to KDE and started dolphin. Problem does not exist with new user.
found ~/.kde/share/apps/dolphin/dolphinui.rc in the $HOME of user which has the problem. Renamed file to dolphinui.rc.testtest Now "View -> Panel" and "View -> Additional Information" show submenus.
