I can reproduce the bug behaviour by running:

echo powersave > /sys/module/pcie_aspm/parameters/policy

That's exactly what /usr/lib/pm-utils/power.d/pcie_aspm does
when the system runs on battery.

I'm not programmer, I'm not going to dig into kernel sources for
now, but I think the primary problem lies in dodgy ACPI BIOSes
of our systems (too many Dell systems are affected).

The temporary workaround for the 10.10 would be to remove
pcie_aspm script from pm-utils package.

People are welcomed for testing!
