I have a similar case where I can pair my Logitech Mediaboard Pro with one bluetooth adapter, but not another. Both adapters functioned properly with Kubuntu 10.04 (this may have been a different bluetooth stack?). Now in Ubuntu 10.10 with bluez my laptop's internal bluetooth will properly and persistently connect with the keyboard, but my external USB dongle will not. The situation is the same as described by the op where I can pair the keyboard, but the pairing does not persist after system reboot or the keyboard going to sleep or being switched off.
