Thank you for reporting this issue. Please try using `fuser -v
/var/cache/debconf/config.dat` to determine the process holding the
lock. Kill it and try performing the upgrade again. Most often, this is
only a transient situation and fuser will return nothing. Simply
performing the update again should solve this issue.
