I have look at this problem for six hours...I believe the city or
federal have a alias or diverting address proxy on the cox cable that
prevent download from.  It appears to be an identity theft process of
intercepting email and also manipulating stock prices.  The excuse is
either national security, school budget crisis, state budget crisis, or
navy or some other bullshit reason but identity theft is identity
theft...
