Thank you for reporting this issue. In Xubuntu, you have several options
concerning focus. Do you have "Raise windows when any button is pressed"
unchecked in the the
Accessibility tab of the window manager tweaks dialog?
Can you please provide the output of "xfconf-query -c xfwm4 -lv"?
