Kuvio font files are available on CTAN at http://www.ctan.org/tex-archive/macros/generic/diagrams/kuvio/arrsy/ I had a look at kuvio makefile-dist and it seems that it doesn't install Uarrsy.fd. So, probably the bug is upstream. Since kuvio is unmantained (but perfectly working) since 1996, it probably won't change. I've not been able to find out where in texmf tree Uarrsy.fd is installed.
