A few changes have been made recently as regards storing of locale
settings (bug 553162). However, the main point with this bug, IIUC, is
to remove user specific settings as soon as a user's preferences equals
the system settings.
I for one don't think that would be a desirable change. Please consider
a system with more than one user. User A selects language settings that
currently happen to equal the system language settings. Later on user B
(who has admin privileges) changes the system language settings. Now
user A would be surprised by an uncalled for change in the language
environment.
No, for the users to be in control, their selected settings should
better be preserved irrespective of the system settings. If I had the
necessary access, I think I would have changed the status of this report
to "Won't Fix". ;-)
