Ah, I see the problem. Due to the rather weird way how static
translations are retrieved from Soyuz, we currently only get GNOME help
translations for packages which actually built in the respective
release. gnome-user-guide was built last in lucid, thus maverick's and
natty's language packs don't have translations from it.
Once this is fixed in langpack-o-matic, the next complete (including
-base) langpack update will have this fixed. I'll add a representative
language pack task to track this (using -zh, as it's the one that Kyle
is most interested in).
